By accessing and using the Vietcer platform (vietcer.com website and related services), you confirm that you have read, understood, and agree to these Terms of Service. If you do not agree with any term, please stop using our services. These terms apply to all users, including buyers, sellers, and visitors. Vietcer reserves the right to update these terms over time — we will provide at least 7 days' notice for significant changes. Effective date: 01/01/2025.
Vietcer is an intermediary e-commerce platform connecting buyers and sellers of licensed software accounts and online services, including: YouTube Premium, Spotify, Netflix, Canva Pro, ChatGPT Plus, Adobe Creative Cloud, Microsoft 365, and many other software/services. Vietcer acts as an intermediary — we are not an official distributor of these services. Accounts sold through the platform are provided and the responsibility of the sellers. Vietcer provides an escrow system to protect buyers' interests.
To use the full service, you need to register a Vietcer account. Requirements: You must be 18 years of age or older, or have parental/guardian consent. Registration information must be accurate and complete. Account security responsibilities: You are fully responsible for all activities that occur under your account. Do not share your login credentials with anyone. Notify us immediately if you detect unauthorized access at support@vietcer.com. Vietcer reserves the right to suspend or terminate accounts that violate these terms without prior notice.
Ordering: Select a product, add to cart, and complete payment. Payment: Vietcer supports bank transfers via the Web2M payment gateway. Funds are held temporarily (escrow) until you confirm receipt. Delivery: Account/login information will be delivered through the internal messaging system after payment is confirmed, typically within 15 minutes to 2 hours. Receipt confirmation: After receiving and verifying the information works, you need to confirm receipt to release funds to the seller. If not confirmed within 72 hours, the system will automatically confirm.
Refund conditions: The delivered account does not function as described. The seller fails to deliver within the specified time. Account information is found to be changed or revoked within 24 hours of receipt. Non-refundable: After you have successfully confirmed receipt. Issues arising from buyer error (e.g., unauthorized password changes). Dispute process: Open a dispute within 24 hours of receiving the order through the Orders page. Vietcer will review and decide within 3-5 business days. Vietcer's decision is final.
To become a seller on Vietcer, you must comply with: Product quality: Accounts must function as described, login information must be accurate. Delivery time: Deliver within 2 hours of receiving an order. Customer support: Respond to disputes within 24 hours. Commission fee: Vietcer charges a commission at an agreed rate on each successful transaction. Withdrawals: Revenue balances can be withdrawn to a bank account through the process on the management page. Violations may result in suspension or deletion of the seller account and retention of the balance.
Users are strictly prohibited from the following: Fraud and deception — providing false information, impersonating others, selling non-existent accounts. Copyright infringement — reselling accounts in ways that violate the original service provider's terms. Money laundering — using the platform for illegal financial transactions. Spam and unauthorized advertising — sending bulk messages, unsolicited advertising. System attacks — intentionally harming, sabotaging, or interfering with Vietcer's technical systems. Multi-accounting — creating multiple accounts to circumvent regulations. Violations may be reported to law enforcement.
Vietcer provides services on an "as-is" basis and does not guarantee continuous, error-free operation. Vietcer is not responsible for: Policy changes by original service providers (Google, Spotify, Netflix...) leading to account revocation after the warranty period. Indirect damages, data loss, or business interruption. Actions of third-party sellers on the platform. Issues arising from users not following usage guidelines. Liability cap: Vietcer's total liability shall not exceed the value of the relevant transaction.
These Terms of Service are governed by the laws of the Socialist Republic of Vietnam. Any disputes arising from or related to these terms will be resolved in the following order: Direct negotiation — both parties attempt to resolve within 30 days. Mediation — through a recognized mediation center. Court — the competent People's Court in Hanoi, Vietnam. During the dispute resolution period, both parties continue to fulfill remaining obligations under these terms.
